For the past 7 years DEI has been actively engaged with the City of Bethlehem’s long range capital plan to upgrade failing components at the City’s wastewater plant, expanding the plant to provide capacity due to regional development and to address long standing CSO/SSO concerns. Working as a subconsultant to Arcadis, DEI has completed condition assessments, structural engineering and construction phase administration for several renovation and expansion projects.  These projects have made significant improvements to the solids stream unit processes at the plant which will allow the City to shift its attention to upgrading the wet stream processes.

In parallel with the design and construction projects, DEI was contracted directly by the City to assess the condition of each unit process at the WWTP and prepare a capital plan for potential improvements.  DEI utilized EPA Asset Management Principals to complete the effort.  The capital plan produced included a prioritized list of projects, cost estimates and discussions on constraints involved with the implementation of the plan.  The City is currently using this plan to guide its capital program.
